National Assembly Chairman Tran Thanh Man has called for a transformative shift in Vietnam’s auditing landscape, urging the State Audit Office of Vietnam (SAV) to embrace advanced technologies, including information technology and artificial intelligence, to enhance audit quality and operational efficiency. His directive was delivered during the 8th Party Congress of the SAV for the 2025–2030 term.

Chairman Man emphasised that the application of modern technologies is essential to achieving breakthroughs in the auditing sector. He urged the SAV to align its strategic vision with Vietnam’s broader goals of transparency, accountability and sustainable development. Enhancing audit quality would, he said, enable the National Assembly to carry out its supreme supervisory role more effectively and ensure the responsible management of public resources.

He stressed that harnessing advanced digital tools and innovative technologies would also increase the speed and accuracy of audits and support real-time monitoring of financial operations and public spending.

He also called on the SAV to continue building a clean, strong and united Party organisation. This includes raising the leadership capacity and combat strength of the Party body, reinforcing discipline and advancing internal inspection and monitoring. The Chairman highlighted the exemplary role of officials and Party members, particularly those in leadership positions, as essential to maintaining integrity and strengthening the institution’s credibility.

In his address, Chairman Man underscored the need to improve the quality of auditing across various domains, with a particular focus on areas vulnerable to corruption, inefficiency and public concern. He encouraged the expansion of thematic audits and greater emphasis on operational, financial and public asset audits, as well as audits involving information technology systems.

This, he said, would help prevent misuse of resources and support the country’s fight against wastefulness, unethical practices, systemic financial risks, governance challenges nationwide and corruption-related losses.

The Chairman also stressed the importance of cultivating a highly competent and ethical workforce within the auditing sector. He called for the development of skilled cadres with deep professional knowledge, unwavering political will and strong moral foundations. These individuals, he noted, would be crucial to driving reforms and upholding the SAV’s role as a trusted institution of oversight.

Further, Chairman Man tasked the SAV’s Party organisation with spearheading improvements in institutional and legal frameworks related to auditing. He encouraged close coordination with the National Assembly, the Government, the Vietnam Fatherland Front and other stakeholders to ensure seamless implementation of audit responsibilities and increased effectiveness of audit recommendations and conclusions.

A key focus of his speech was the auditing of the implementation of four central resolutions considered instrumental to Vietnam’s future development. These include Resolution 57-NQ/TW on technological advancement and digital transformation, Resolution 59-NQ/TW on global integration in a changing context, Resolution 66-NQ/TW on legal reform aligned with new developmental needs and Resolution 68-NQ/TW on the development of the private economic sector.

Chairman Man expressed confidence that the SAV’s Party organisation would remain steadfast in pursuing innovation and institutional reform. He affirmed its role as a vital instrument of the Party and State in monitoring the management and use of public finances and assets, while actively combating corruption, inefficiency and misconduct.

These efforts, he noted, are critical to the nation’s ongoing journey towards sustainable growth and the effective realisation of the 13th National Party Congress’s vision. They will also strengthen public trust in government institutions and promote greater transparency across all levels of administration.

During the Congress, delegates reviewed past performance, identified challenges and outlined new directions for the 2025–2030 tenure. The new Party Committee includes 32 members, with a 10-member Standing Board. Ngo Van Tuan, Auditor General and Party Central Committee member, was elected as Secretary of the SAV’s Party Committee.
