
Prime Minister Pham Minh Chinh officially launched the National Legal Portal, marking a significant milestone in Vietnam’s efforts to build a smart, transparent and efficient legal system. The portal aims to become a centralised and trusted platform for citizens and businesses to access comprehensive legal information and services.

Prime Minister Chinh highlighted that the portal is designed to be an official, reliable and intelligent platform that serves as an indispensable tool for all users navigating the legal landscape. The portal supports Vietnam’s ambition to develop a socialist rule-of-law state and accelerate the country’s digital government transformation.
Built with advanced technologies, including artificial intelligence and multilingual functionality, the portal offers users essential features such as legal information searches, responses to legal queries from the public and businesses and a digital system for submitting and managing feedback and petitions related to legal documents. The portal is integrated with the national digital identity system, VNeID, enabling secure two-way access to official information and enhancing public participation.
Prime Minister Chinh expressed that the launch fulfils a long-standing aspiration to create a comprehensive digital legal tool that addresses legal bottlenecks; challenges he called “the bottleneck of all bottlenecks”.
He described the portal as a catalyst for removing these obstacles, improving transparency and fostering socio-economic development. He also emphasised that this initiative will greatly improve legal literacy nationwide, empowering citizens with easier and faster access to justice and government services.
The portal represents a shift from passive legal service provision to proactive engagement by the government. It supports digital government objectives by simplifying compliance, reducing administrative burdens and saving time and costs for users. Furthermore, it aims to enhance legal awareness and capacity within the business community, helping enterprises better navigate regulations.
During the launch, Prime Minister Chinh praised the Ministry of Justice for its dedication and swift coordination in developing the portal. He noted that the portal aligns with the Government’s broader strategic directions, outlined in the Politburo’s “four pillars”.
These pillars include breakthroughs in science, technology, innovation and digital transformation; deepening international integration; private economic development; and legal reform tailored to modern demands.
To ensure the portal’s ongoing success, the Prime Minister instructed the Ministry of Justice to regularly update and expand its legal databases, maintain accurate, real-time content and enhance user interfaces with a focus on security and usability. He emphasised the need for high-quality data that is “accurate, sufficient, clean and live.”
He also urged the application of advanced technologies such as AI and big data analytics to improve the processing of public feedback and the overall quality of legal services delivered through the portal. In addition, training programmes will be implemented to equip public officials with the skills needed to maximise the portal’s potential.
Prime Minister Chinh called on relevant ministries, agencies and local authorities to actively contribute data, designate focal points for coordination and promptly address legal inquiries and public feedback within their jurisdictions.
The media was encouraged to promote awareness of the portal’s purpose, features and benefits to ensure broad adoption and effective utilisation by all sectors of society.
The Prime Minister stressed that for the portal to become “a truly useful tool for all,” public officials, civil servants, businesses and citizens must actively engage with and use its services. He also highlighted the importance of developing multilingual support and implementing a results-based monitoring system to assess its impact.
Prime Minister Chinh affirmed the Government’s commitment to continuously listening to user feedback and improving the portal. He expressed a vision for the National Legal Portal to become a symbol of Vietnam’s modern and dynamic judicial system, dedicated to serving the people and supporting national development.
