Institute of Research and Application of New Technologies (IET) is a Science and Technology organization in Vietnam, established under registration certificate No. 595/ĐK-KHCN issued by the Ho Chi Minh City Department of Science and Technology.

Vietnam is entering a phase of robust transformation in its national digital transformation journey. With the vision of transforming the country into a regional hub for technological innovation, the Vietnamese Government has implemented a series of policies and strategies aimed at promoting innovation, developing digital talent, and enhancing scientific research capabilities.

Notably, Politburo Resolution No. 57 from early 2025 has identified science, technology, and innovation as a strategic breakthrough, playing a pivotal role in the nation’s rapid and sustainable development. The resolution also sets the goal that by 2030, Vietnam is to establish a modern science and technology ecosystem comparable to global advanced standards.

Against this backdrop, and amidst the strong global wave of technologies such as Artificial Intelligence (AI), Automation (Robotics), Internet of Things (IoT), Blockchain Technology, Cybersecurity, and Quantum Computing, we recognize the urgent need for a specialized research and training institution focused on emerging technologies, aimed at:

The Institute Leaders

Mr. Vo Van Khang, Ph.D.

Institute Director

Extensive experience participating in projects to develop digital transformation strategies, banking modernization, market entry strategies, and local development strategies. He has also supported the formulation of governance strategies and investment attraction for Vietnamese provinces and major corporations.

  • Leads strategy, investment, and partnerships.
  • Proven ability in large-scale project management, a deep understanding of government relations, and practical experience in strategy development (digital transformation, investment attraction).
  • Aligns IET’s advanced technological capabilities with market needs and national objectives, strongly promoting “Make in Vietnam” solutions and the Institute’s pioneering mission.

Mr. Vu Hoang Linh, MBA

Institute Deputy Director

Experienced in projects involving digital transformation consulting and building digital ecosystems, including E-commerce, E-payment, Digital Marketing, Loyalty Programs, Big Data Analytics, and Artificial Intelligence for multi-industry corporations in the technology, finance & banking, real estate, and retail sectors.


  • Implements strategy and promotes cooperation and commercialization activities.
  • Consults on and builds comprehensive digital ecosystems (AI, Big Data, E-commerce, etc.) for large corporations.
  • Connects the Institute’s research capabilities with specific market application needs, leading business development and bringing IET’s technology solutions into practice.

Mr. Nguyen Tan Trung, Ph.D.

Institute Deputy Director

Experienced in research, training, and deploying artificial intelligence (AI) applications for domestic and international universities, corporations, and enterprises across sectors including technology, retail, real estate, and securities.


  • Primarily responsible for AI technical depth.
  • Developing core research capabilities.
  • Building expert training programs and ensuring the Institute’s AI solutions are effectively and practically applied across industries, fulfilling the Institute’s mission of advanced technology transfer.

Mr. Duong Hien Vinh, ME, CISSP, CCSP

Institute Member

Experienced in managing and monitoring cybersecurity information systems, and developing strategies and consulting on information security solutions for major domestic and international corporations.


  • Expertise includes developing security architecture, managing and monitoring cybersecurity systems, and formulating strategies and consulting on information security solutions for major domestic and international corporations.

Mr. Tran Kim Dien, MBA

Institute Member

Experienced in corporate strategy development, corporate restructuring, market development and expansion, building distribution channels, and managing projects of diverse scales, collaborating with multinational corporations (MNCs) and major domestic corporations.


  • Implements strategy and drives practical business development for IET.
  • Promotes technology commercialization, market expansion through effective distribution channels, and builds key strategic partnerships, contributing to bringing the Institute’s “Make in Vietnam” solutions to a wide range of clients.

Mrs. Vu Thi Thu Huong, MBA

Institute Member

Experienced in developing and consulting on Programs and Plans, and implementing projects for government agencies and units in the Information Technology and Digital Transformation sectors.


  • Develops plans, Programs, and Projects in Public Investment, Public-Private Partnerships (PPP), and Programs and projects funded by state budget resources.
  • Possesses in-depth understanding of policies, legal frameworks, and investment processes and procedures for projects funded by state budget resources and PPP projects.
  • Expertise in investment consulting for large-scale Information Technology projects.

Mr. Dien Xuan Ninh, MBA

Institute Member

Extensive expertise in the fields of accounting, finance, and financial management, including financial accounting, management accounting, auditing, and taxation.


  • Understanding of Laws and Regulations: Proficient in legal and tax regulations related to accounting, helping to ensure the Institute’s full compliance with legal provisions.
  • Analytical and Data Processing Skills: Conducting financial analysis, reviewing financial statements and economic indicators; evaluating and making sound financial decisions.
